An important political tract issued about three years before Penn first took possession of Pennsylvania. Writing in the wake of the Popish Plot furor, Penn hopes that "we be secur'd from Popery and Slavery" and urges Parliament to "pursue the Discovery and Punishment of the Plot," but mourns the widespread persecution of innocent Catholics: "And what is all this for? Unless their worshipping of God accourding to their Conscience; for they injure no man, nor have they offered the least Molestation to the Government." Wing P1278.
